Through the USAID-funded Merit and Needs-Based Scholarship Program (MNBSP) Phase-I, it has supported scholarships for deserving but financially struggling students since 2004 to help the Pakistani government's efforts to increase enrollment in colleges and meet international standards. At a cost of $10.63 million, Phase-I of the programme was implemented in 11 of Pakistan's top public and private universities, and 1,807 scholarships were awarded exclusively in the areas of business and agriculture. Many of the MNBSP Phase I graduates were the first people in their households to finish a degree.

The program's second phase was introduced by USAID in 2013 for an anticipated total cost of US$23.1 million. Three thousand scholarships are added under Phase II, with half of them going to female pupils. Thirty partner universities are now present throughout Pakistan, including eleven current partners as well as 19 new public sector schools. To stress on girls' education, four female colleges i.e. Lahore College for Women University, Fatima Jinnah Women University Rawalpindi, Sardar Bahadur Khan Women Quetta, and Shaheed Benzair Bhutto Women University Peshawar have also been included under the programme. In total, ten colleges from Punjab, five from Khyber Pakthukhwa, three from Balochistan, four from the Islamabad Capital Territory (ICT), six from Sindh, one from Gilgit-Baltistan, and one from Azad Jammu were accepted.

The scope of the curriculum now includes brand-new fields like engineering and technology, medicine, nursing, and social sciences. The Capacity Building Trainings and Workshops are a brand-new element of Phase-II that has been added to strengthen and develop the capacity of the officials of the participating institutions and HEC for the operational and financial administration of MNBSP. In order to prepare them for future employment challenges and to keep them informed of market trends, a select group of students in the programme are also trained through workshops on career paths. The Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP) is open to nationals of specific developing nations who are submitting applications to master's degree programs in development-related fields and who have relevant professional experience as well as a history of supporting their countries' development efforts.

Selection Process
